[GreenKeys] Telex TW39 call control unit.

Because I really don't have anything better to do with my time, I've started
on a replacement for the Call Control Unit to interface a plain TTY machine
to the i-Telex TW39 card.

In addition to the standard Call, Stop and Local buttons, I've added Direct
to allow switching the local machine out to use separately for things like a
Terminal Unit or Heavy Metal.

This is specifically geared towards the Model 15 and 19, but will work
with the Model 28 and 32 as well as the Kleinschmidt and other "plain"
TTY machines.

It is assumed that you already have a machine and a loop supply to go
with it. You can configure it for 20, 40  or 60 mA loop currents.
