The chart recorders were common in computer rooms and I guess other air
conditioned rooms.
I guess so you could prove you hadn't cooked anything. These days if a
server overheats it records
It in its BIOS (sorry UEFT) logs.
The device with a scope tube is probably an RTTY tuning scope. Usually set
up to display a pair of Lissajous figures.
When the signal is correctly tuned you get a balanced "X" shape.
