When I took apart the TTY we're working on (slowly) here at the U of Iowa, the screws I found holding the pedestal to the base were obviously wrong, scrounged from somewhere.  The self-tapping screws went into fast-on spring clips that aren't there.

So, after about 3 seconds of debate, and after measuring the pockets in the cast metal base plate that formerly held the spring clips, I cut rectangular steel chunks that fit each well comfortably (a little bit of wiggle room), drilled and tapped them 1/4-20, and used 1/4-20 machine screws and washers from below.  Much nicer than the mismatched assortment of junk screws that had been used.

Newer Model 33's are, I gather, supplied with a stamped steel base.  The best route there may be different.
