Filter capacitor checking/reforming is a good idea on older equipment 
that has been unused for a number of years. I do it with a  "magic 
eye" vintage capacitor checker. The type that has a leakage checker 
feature. The voltage is current limited that keeps the cap from 
overheating. Connect the capacitor and set the check voltage to the 
cap voltage rating. Leave it on and wait until the eye opens. It may 
take hours. You can down range the voltage switch temporally to see 
progression of reforming.
