I did an image search on "contact burnisher" and got lots of hits, almost all from on-line sellers of contact burnishers.  They vary from a simple rectangle of shim stock with heat-shrink tubing around one end t make a handle to tools resembling an Xacto knife handle holding a rectangle of shim stock.  Midway between these are devices that look like fountain pens with a set of interchangable blades for burnishing different sizes of relay contacts.
