[GreenKeys] Changing speeds on a Lorenz Lo-15b

Time marches on.
The spare Lorenz motor that Heinz sent me arrived Saturday.
Makes doing physical measurements and signal timing much easier
without having to disembowel my Lo-18b.
Today the rest of the CMOS chips showed up.
Still waiting on the reflective couplers, but they should be here shortly.

Reading the 1973 RSBG RTTY article on electronic speed change was
quite interesting. It had already been done 40-45 year ago. I just have
more modern parts to accomplish it with.
*Laughs* Look up the data sheet for the µL914 and µL923 then look
up the data sheet for the CD4059B.
