It's from a film made by the Post Office Film Unit from 1936 called "The 
Fairy of the Phone" - a whimsical piece of nonsense based on the 
instructions to telephone subscribers.

IMDb says "The Fairy of the Phone appears, tiptoeing along the wires 
between telephone poles, and administers reproofs and advice to all 
sorts of telephone users, aided by a singing chorus of operators. "

It's regularly trotted out on UK TV when there's any mention of 
old-fashioned telephones.
