Sometime way back the Associated Press wanted their printers to have two bells:
one on the machine itself and a different one that would close a contact to
ring a bell in the editor's office. So FIGS J was used for
one of these and FIGS S for the other. When/where that requirement no
longer existed somehow it fell out that W.U. went one way and Bell
System and U.S. military and the International Telegraphic Alphabet #2
went the other.
I don't know how that happened, but perhaps it's also noteworthy that
in the Bell System and U.S. military and others, where there are separate
cords for keyboard and printer, the keyboard cord is black and the
printer cord is red. But Western Union used the opposite convention.
