There are several 'standards' for the teleprinters that use the Baudot code.
One of two common ones interchange the BELL and ' as the shifted J and S characters.
If you go here and look at the two right hand colums you will see two of the most common character sets.

yes on an ASCII machine...
on a 15 or a 28 I think there are 2 different bell comes depending on who the user was?
( can someone provide a detailed drill down on what this is all about? I had just heard about it in passing)
