Keep in mind they have to handle PoE, which is 48VDC.

CAT-3 is pretty loosely-twisted stuff that seems to be harder to find these days. I did not find a voltage spec in a quick look, but it is for telephone so it is designed for the large ring voltages (90 Vrms or something like that?) -- I would presume it is good for at least 200 Vrms, so a 120VDC tty loop use should be fine.
CAT-5 and 5e (and even 6) are more likely to be found in home depot; though designed for low-voltage network and similar use, I suspect they are also spec'd for the voltage range of phone applications.
I have simply used lamp cord for tty cables. Stranded conductors, plenty of flex, and plenty of voltage handling.

Today the same stuff is available at many home improvement stores.
The new classification for JK wire is CAT 3.
Just FYI, the shielded telephone wire was called SK wire. It had only
two conductors.

That would be "JKQ" The Bell System at one time had JKP for a pair,
JKT for a triple, and JKQ for a quad.
