Reminds me of a joke that was in the San Francisco newspaper years ago.
Woman in NYC was on the phone with her friend in SF.

NYC woman:  We're having a garbage strike

SF woman:  How can you tell?

Or my friends, a husband and wife team of chemical engineers working for
Shell in California.  They were required to work in the NYC corporate 
headquarters for a year or two.  They entertained the group of friends
for an hour or more telling NYC stories.  Such as: the garbage truck
drivers became known for driving their routes without actually picking up
any garbage.  So the city placed an inspector at the entrance to the place
the trucks took the garbage, to be sure they were full when they came in.
Well then the drivers took to bringing in a full load but not emptying
the trucks, so they just drove around all day with the same load of 
garbage.  So the city had to add another inspector to be sure the trucks
were empty when they left the dump.
