[GreenKeys] Punched TTY tapes as Media Mail

I suspect punched paper tape are  media.
 
however... unpunched  my  be  considered  just   materials.
 
our  2 inch video tapes  we ship around  certainly are and  thank god as 
each reel weights a much as a car  time rim!

I was able to send a box of graphics tapes to  Tom Tillson.  My friendly 
postmaster took my word for it that they are  considered media and thus 
eligible for media mail rates.  But he did not  find “teletype tapes” in the 
postal regulations system that he has.  I  suspect that having the correct term 
to search with would help him find the  regulation or classification.

Does anyone know “chapter and verse” or  any regulation reference for this 
admittedly seldom sent type of  media?
