[GreenKeys] M28 motor start capacitors

Nick,
First check the motor start capacitor switch to make sure it isn't
dirty; and then check the gear alignment between the motor & the chassis
gears (if it is too tight, the motor has to work harder to get started).
We had a M28KSR that would not start reliably and I searched for
something to fit but could not find anything. I finally ended up
outboarding the capacitor to one of the uprights of the LESU.
