It may not be Teletype, but its Broadcast!  
Working for Vermont Public TV, I have seen this done in person a few times.  Only 250 and 400 foot towers.  Usually at 6 AM.  I did not climb, just watched from the bottom.  
  
You would be surprised at how little these guys were paid (at least here in Vermont).
