Teletype made a joiner for chadless tape that works as you described -
overlap two sections of LTRS punches and this thing has pins to push
the chads through both layers of tape.

Teletype also made for the FAA something similar to a magnetic tape
splicer, where you laid the tape in the device, cut through it on an
angle, and then there was a heated bar that melted the splicing tape
onto the joint.  This was intended for joining ends of blank tape,
so you didn't have to let a big roll of tape run out and then start
a new roll, taking the machine offline while changing tape reels.
