If you do a little research, the oft-cited homebrew penetrant was  actually 
a 50/50 mix of Acetone and Power Steering Fluid. The test fluid was  meant 
to be ATF, but the tech accidentally grabbed a bottle of PSF from the  store 
and that's what was actually used for the testing. Each has its own  
profile of additives, but ATF and PSF are otherwise very similar  fluids. 


Both are a highly-refined straight 20W oil blended for dual-use as a  
hydraulic working fluid and bearing & gear lubricant.

It is excellent. I have used it for  freeing up  a rust stuck engine- it 
took a few days, re-applying it and  tapping on the pistons each day.  I 
worked at my father's garage when I  was young, and one favorite job was slowly 
pouring Kano Kroil down the  carburetor on an engine with sticky valves while 
running it at fast idle.  The smoke generation (in those times before the 
EPA!) was awesome.   Once it has loosened up the part, be sure to flush it
