I've scanned and posted the US Navy manual for the 28KSR and 28RO
44MB pdf at http://www.navy-radio.com/manuals/tty/tt47-93241.pdf

This manual is NAVSHIPS 93241 which is similar to but not the same as
Teletype Corp manuals - sometimes the explanations are a little clearer it
seems to me. YMMV.
It includes description, adjustment, lubrication, wiring diagrams, and
parts for the following models
TT-47C/UG, TT-47D/UG, TT-47E/UG
TT-48B/UG, TT-48C/UG
TT-69B/UG, TT-69C/UG
TT-70C/UG, TT-70D/UG
TT-128A/UG, TT-129A/UG, TT-130A/UG, TT-131A/UG
TT-171A/UG, TT-176A/UG
TT-234/SGA-3

I recently got a nifty scanner that auto-feeds double-sided manual pages
very quickly but, most importantly, slurps up 11"x34" foldout wiring
diagrams and schematics. So now I have one less excuse to get more things
scanned. (FWIW, used but good condition Fujitsu fi-5530C with ADF for $100
via eBay)
