Hi:
Don't forget that the time constant of an L-R circuit is L/R, unlike a C-R circuit where it's C * R.
So to get faster response in an L-R circuit you need to ADD series resistance.
So even if a 5 Volt signal can pull in an electromagnet the speed of operation will be very slow.
If you go to a 50 Volt signal and add resistance to get the same pull in current the action will be much faster.
This video is of a WU clock synchronizer electromagnet, but the idea is the same.
