Be careful - (As I understand it): it’s not the speed that’s being adjusted, it is the moment when the bit is being sensed (when the selector operates) within each pulse that is being adjusted. The practical effect when receiving code at a speed somewhat different from what the machine is operating at, is that you get less errors.
The operating speed of the receiving machine is not being changed. If you have a governed motor, it seems likely that you can change the actual machine speed, but I have not heard of this. Machines with synchronous motors operate at a fixed speed that is not varied.

Do you have the model 15 “Descripton” or the “Principles of Operation" documents?

Page 29 and 31 tell briefly about the “Range Finder” function. There are no doubt more complete descriptions of how this works. I suggest the Army manual called something like Principles of Teletype Operation or some such. The “Adjustments” manual for the model 15 I think will help you a lot. Sorry, I can’t seem to find that manual title here. See if you can find the army manuyal on the Modle 15,or the navy manual Navships 91240
