Thanks for your input and help.  The biggest question is why it works well without the part and why cant we just leave it that way.  Perfect copy and nice print with no errors or partial or shaded characters.

The "Mystery" part is part of the typewheel "Spider" cage 
ass'y. located under the typewheel at the 
bottom of the typewheel shaft...The cage ass'y. 
has three rod-like legs that are held in place by this 
washer like part...I have replaced many of them...Hard to believe they break, but take my word for it...they do! 
  
Not a real fun job to change...Involves removing the 
printing carriage & a bit of dis-assembly... 
  
Being alone in a sound-proofed rubber room will help... 
Just kidding, it's not that bad... 
  
Part number is: 180556 - Plate gauge... 
Iss. 7, page 9, Section 574-122-800TC, 
Under carriage power bail mech., 
Parts Bulletin 1184-B
