Does that 3.3V go to the Vcc pin on the device?
The device itself is much cheaper that the eval board we've bought in the
past.
Have you ordered one or more of these and found them easy to use? What
about import duties? Do the actually apply or can that statement on their
website be ignored?

The minimal device for 45 baud is this $0.99 USB to serial converter:

You'll have to reprogram it to go 45 baud, using this:
http://www.aetherltd.com/connectingusb.html
That gets you 45 baud at 3.3V; you still need level conversion.
