Steve,

I have at hand a Model 28 loop supply like yours.  The capacitor in this one matches yours in all particulars (this one is clearly 220 MFD) including the hole.  It looks like there used to be a sticker over the hole.  Maybe a bit of tape over the hole would prevent further drying out.

I have not reformed this capacitor yet.  I expected to do that soon, and hope it reforms well.  If it does not, I think I”ll inject some water into the hole, allow time for the dampness to diffuse throughout the thing and try again.
