I can not help with the spare parts, but my 19 does have the glass over the character counter on the left side of the keyboard.
It is the military version if that makes any differance.

Subject: [GreenKeys] Latest find; model 19, need parts
Hi Guys.
Its funny how things work out. Took 3 years to find the first model 15
but once word got out, they are coming out of the wood work. Rescued a
m19 a couple of weeks ago from a guy that worked at UPI in San Francisco.
He saved it from being junked in the 1970's but was about to send it to
the dump. Its in 'well used' condition with plenty of dust, dirt, sawdust and
baked on crud. Just about everything was stuck or darn close. Its almost
back to full operating condition now.
Looking for the metal pieces that hold the glass to the front of the page
printer including the treaded bars and screws. Also need a paper crank
as these always seem to be missing. Have parts to swap (teletype & Klein)
or will purhase.
And a question; does the character counter normally have a glass piece in
front of the dial? I've never seen one that does but there seems to be
a place for one.
