Yes. 75 wpm is as fast as the pre-Model-28 line was designed to go.
During WW-II there was some use of Model 15 equipment at 100 wpm, on
the theory that the war emergency justified increased thruput at
the expense of more frequent maintenance. And I remember in about
1956 seeing a 15 printer running at 100 wpm at the FAA center in
Oklahoma City, but they wisely decided not to go ahead with that,
and buy Model 28 equipment instead.

Doesn't mean anything to me. In general Teletype had codes for products,
like everything Model 28 starts with L, and there are suffixes for
particular variations and further suffixes for things like stuntbox and
character arrangement and paint color. I suppose crypto equipment had
similar codes but I don't know what any of them are. Maybe that's one of
them.
