Back in the 1930s John Moore of RCA Communications devised a teleprinter
code using a 3-out-of-7 bit selection, permitting error detection. Later
on there was developed a system for automatically requesting
retransmission of errored material.
John B. Moore "Constant-Ratio Code and Automatic-RQ on Transoceanic HF
Radio Services." IRE Transactions on Communications Systems, March 1960,
p. 72.
The system has some similarities to present-day AMTOR-SITOR
Several years ago there was on ebay a tape punch like the Teletype GPE but
punched 7-level code and had an RCA nameplate on it. Reasonable guess
that Teletype made them for RCA and that it punched Moore code.
