Back in the mid '80s, I had a Commodore C64 and a HAL ST-6000
I wrote a routine in BASIC to convert ASCII to Baudot and back.
All the other programming I wrote was just convenience stuff like "Here
is", "WRU?", LTRS, FIGS, NULL and the control of the PTT line etc..

On the ASCII to Baudot conversion it was fairly simple. Do a look up.
If it was one of the 58 legitimate characters it sent it. If it wasn't, it
ignored it.

On the Baudot to ASCII conversion, it kept track of whether it was in the
LTRS or FIGS mode, then sent the appropriate ASCII character to the C64.
