To answer your question: Yes, and no.
The 28KSR is current loop, not RS-232, further it speaks 5-bit Baudot
(well USTTY/ITA2 code, but everyone calls it Baudot) not ASCII. (Also
it's only uppercase.)
The Heavy Metal program will let you do all the stuff you want of
sending files to, and getting data from your 28KSR if you can get a
current loop converter. You can find the program here:
