60 WPM of the 5 bit code assumes 1.5 stop bits. If your interface is sending 2 stop bits, for example, the model 28 is down to 57 WPM. If you're faking 5 bits via an 8 bit transmission to the teletype, you effectively have 4 stops bits which slows you down to 45 WPM.
Also, a character time is wasted every time a model 28 has to shift the rail in or out for special characters where the model 35 doesn't have to.

True: I haven't timed the 2 beasts - but I know that
the 110 Baud machine finishes more than 2 times before
the 45.45 Baud machine does.
