I use Eagle too, which apparently is an acronym for Easily Applicable Graphic Layout Editor. Its only weakness is the rather laborious method for creating parts and symbols – whenever I need to do this (infrequently) I always have to use the manual.
Their prices have gone up though. I started with the free version. Then my need expanded somewhat so I paid for the Hobby version in 2008 . Then I stared using it commercially, so in 2012 I has to upgrade it to standard edition, which cost me Euro 391 –but that was for schematic and layout only. I mainly do manual routing, so the autorouter was not needed.
There are other options out there for sure, but once you are up the learning curve with one schematic layout editor there is not a good incentive to change.

I use Eagle for schematic-capture and pcb layout. There is a free version that lets you do small pcbs. It has a bit of a learning curve as well:

There is also Fritzing, which is designed for newbies hooking up breadboards and arduinos and such, but I think it may be flexible enough to let you design you own components too.

I got to wondering if there is anything out there that is particularly
good for greenkey use - such as drawing phone jacks with lots of contacts
on them. I guess some of them let you create your own objects, so maybe
that is the only way to get it.
