Thanks all. I was able to determine with another users help that it was the polarity that was the problem. I reversed my loop power coming from the 98 and it locked up just fine at the 60 ma operation which is what I was trying to do. 

Oh, and yes, the drawing I had showed line on 1 and 2 but really they were jumpered to other numbers on the strip . Next step is to work on the typing reperf! Someone did some wiring changes there so make take some time to figure out just what they did.

Roger that. I have WU 28ASR and if I recall correctly, when in line mode, there is a polar relay in the line which must be keyed by an external loop p/s and the relay then keys the printer via the internal LESU loop supply. 

But there are dozens of links among those terminal strips at the rear for configuring these things do who knows what isissing or modified.

When in Test mode the machine locks up and works fine but when I switch to line mode it runs open and no loop of power  so far that I can find.   If you've got a line-local switch, the line is shorted when in local mode.

    Question for the model 28 user. I am testing out my 28 ASR page printer and keyboard and it works fine in test mode. When I check to hook up the line wires to terminals 1 and 2 I get a dead short on those terminals. Am I correct that I should be hooking the data line to 1 and 2 and 3 is ground? Should I instead go to the selector mag terminals 8,9,20,21. Been too long since I hooked one up. Thanks
