If your 33 is punching the correct value for CR and LF every time, then the selector, blocking bars and codebars are all working properly. This means the function bars for CR and for LF are either not rising properly or their respective pawls are not engaging properly. 


The fact that the print head prints a character when a CR of LF fails further isolates the problem to the function bar not rising fully (when a function bar rises, it blocks the print suppression bar from rising, which in turn prevents the print head from printing. This happens independent of whether or not the pawl engages, so your function bars are not rising fully).


If you haven't already, I'd start with re-lubing all points the function bar touches anything -- especially in the function block slots. If that doesn't help, then look closely at the function bars and verify they are as perfectly straight as possible -- especially between the function block slot in the back and the guide slot nearer the front.
