It is the modulator & p/s portion (MD-165/URT) of a US Navy FSK keyer
KY-75/SRT (shipboard) or KY-58/GRT (shore). There was also an RF section.

This keyer was an add-on to older CW transmitters to provide FSK
capability. They were used in the late 1940's-early 50's until transmitters
with built-in FSK came along.
1.0-6.7 mc, 6 watts output
Could be used for FAX or RTTY. Manufactured by National Radio.
