I perused your photos.  

It looks like the shaft with the single gear on it does not move left and right. But, there is a lever and rod attached to the lower shaft with a number of gears on it to move something to a new position.  This would be the “quick change” mechanism, and likely reached from under the unit, or at one side.

I suggest you search on the navy radio site of Nick England 
http://www.navy-radio.com
for a manual for the Model 28 Compact.  If this thing you have is in fact the bottom of that machine, a manual would answer many questions.

In particular, go to this page:

and examine carefully the pictures of the UGC-20 machine.

Nick’s notes say this about that:

"Model 28 Keyboard Send-Receive Page Printer Set (Compact). Consists of cover, friction feed typing unit, keyboard and synchronous motor. Includes communication symbol arrangement and gearshift for 45.5, 50 and 74.2 baud."

I am pretty sure that what you have is the base for that one.

I’m also pretty sure that the machine back at my storage unit is the UGC-20.
