[GreenKeys] Ballon telemetry

Surprised that the last delivered telemetry to APRS was at 48 K ft. 
Unless there was a prblem with the antenna or transmitter, it should 
have continued to display the alt. on down to  a thousand or so ft i 
would have thought.

Be curious to find out why the alt. display didn't come down further 
along with better positioning data.  At least it got across the 
interstate and into a relativly flat desert local.  Hopefully Gil will 
have an easier time of finding this one.
