For your reading pleasure, I have scanned and posted Western Electric RS
Specification Handbook Section 23.
This is like a 150 page sales catalog showing the characteristics of all
the various Bell Model 28 gear (along with Teletype component numbers).
Looks like a handy reference if you're trying to figure out just what
you've got. I ran OCR on it so it should be searchable. 20MB pdf

28S SET OF GEARS
This is a set of nylon gears (TP161811) for use with the 28C typing
reperforator base to provide operation of the typing reperforator at 60
words per minute.
Set number TP161811 consists of:
Motor Pinion part number TP161790 (44T)
Countershaft Gear part number TP161784 (18T)

28A TYPING REPERFORATOR BASE (Teletype LRB3)
This is a typing reperforator base designed to mount a 28A or 28B typing
reperforator unit and a 28A Motor Unit for use in the 82B System.
It is a receiving only base structure equipped with a three speed gear
shift mechanism designed to provide for operation at 60, 75, or 100 words
per minute. The base includes a tape supply reel, 2 terminal strips, a 16
point connector, a power switch, a male three point twist lock power
connector, a 4 ampere fuse, a low tape contact which operates an indicating
lamp visible through a plastic button in the cover and an associated
contact to operate the electrical service unit signal bell on low tape. A
matching female power connector is also provided . The typing reperforator
unit is driven from the gearshift mechanism by a flexible timing belt.
Dimensions of this base are 13 l/2" X 13" X 9" .
Wiring is in accordance with BSP P34.308.
