[GreenKeys] M28 line feed on carriage return

Here's some info I came across that helped me figure out some mysterious
Navy M28 typing unit behavior. Probably well known to experienced TTY
techs, but I figured I'd stick it on the list to be archived in case
someone else comes across it in the future.

Specification 50178S provides instructions for a Navy mod kit that
1 - also performs LF when CR is received
2-  blocks LF for the following two operations.

So, if you receive CR, you perform a LF too - but if someone sends
CR-CR-LF, you only perform one LF total. I was trying to figure out why
this LP was sometimes performing two LFs and sometimes just one. It turned
out test generator A was sending CR-LF at the end of a line and test
generator B was just sending CR. So I figured my unit was always performing
LF with CR. But it was more complicated because the stunt box pawls had
been messed up and it wasn't ignoring the following LF from generator A. I
untangled the pawls and it works the way it is supposed to.
