This is a CW keyboard tape perforator (Two level - start and stop bits) and
the Boehme is a variable speed CW keying head.
If you look closely at the tape punch, you see three levels. The center level
is the tractor feed row. The upper and lower are the start - stop bits.
Real classic stuff used at Coastal ship/shore stations, including military.
