Larry, wonder if it was a state by state convention?
In the radio stations I worked in, Georgia and South Carolina, the M-15 AP machines used the boxed fanfold paper. At the AP bureau in Raleigh, 1978-79 timeframe, when I worked there, all the M-15 and M-20 printers used the boxed fanfold paper, but the few Extel AP subscribers used the roll paper.
I worked at a UPI radio station in North Carolina and that was also an Extel using roll paper.
UPI was far ahead of AP in moving to the Extel printers, so it was typical that UPI stations had Extels, but the only AP subscribers with the Extels were those who paid extra for the Extel machine.
I seem to recall that AP being a membership organization, had some capital investment issues with converting all subscribers to Extels, as AP apparently had a massive stock of parts for the M-15 and M-20 printers.
I had little or no contact with the wire services after 1979, so my personal knowledge ended at that point.

Both of the radio stations where i maintained their TTY machines used
"roll" paper until they went to the smaller electronic type printers
then they changed to box type paper, or fan fold whatever you want to
call it. I think both of them were on the "AP" network. So long ago....
