The FRXD has one motor and no gear shifts so yes, both the reperf and XD run
at the same speed.
Do any of the experts on this list know if most FRXD units run at 60 wpm or
something else?
The original table has a slot that feeds into a paper tape storage bin that
buffers the output from the reperf until the XD is ready to read it. The
paper tape loop storage arrangement is similar to the 28-RT setup that Nick
demonstrates on YouTube.

The FRXD design seems to presume a "same-speed" assumption on the sending
and receiving circuit (unlike the 28-RT), since there's only one motor, no
apparent tape-loop and (I'm guessing) no room for a speed-change gear
arrangement. True?
