I don't think microcomputers weren't around when that TU was built. 

It might be a version of the IF Converter from the "New RTTY Handbook".

Two polar relays were often used: one to key the TTY and one to key the FSK

circuit in the transmitter.

There's a wealth of information in the old RTTY handbooks.

Everyone should have a set of them and read them thoroughly. 

They can answer a lot of questions.

Looking at the photos and reading as best I can the markings on the
controls, it would appear to me that this is some kind of interface for  two
(mircro) computers to TTY machines. If that is the case, it could explain
why there are two polar relays.
