I'm voting for home-made, and by somebody with a connection to the
telephone company.  It shows two polar relays, not the plug-in kind
normally used with Teletype equipment, but the kind normally mounted
on plates in telephone equipment.

The bar-type knobs on the front came from tuning units used with
BC-191/BC-375 radio transmitters used in WW-II.
