Jeff,

I don't believe that there was typically a "complex voting system." The 
CV-116, which was a diversity converter used with a pair of R-390s (and 
abut the size of a R-3909) took its input from the 455Kc IF outputs of 
the two receivers. Each 455Kc IF input was converted down to a lower IF 
frequency in the range of 25-100Kc and then demodulated directly to the 
DC pulse train.  The DC outputs were then combined. (It has been a few 
decades since I worked on one and don't have a manual handy, so I'm not 
sure of the details.)

Each local oscillator of the CV-116 had a motor-driven variable 
capacitor for AFC to correct for drift in the TX or RX.  There was a 
doorbell in the unit that would ring (to wake up the operator) if the 
signal drifted more than the AFC could correct for. The only problem was 
that with no signal, the AFC would hunt anyway and soon reach the end of 
its range and ring the doorbell, which was quite loud.  So you had to 
remember to turn the unit off when it was not being used.
