The new capacitor solved the speed problem.

Then I realized the rubber bushings that support the plywood tray
underneath the machine had failed.

Surprisingly enough THOSE were available from McMaster Carr.
With Metric threads. Those showed up today, and I had to do a
little modifying to the wood cabinet and base because the new
bushings don't have a long enough thread to reach the original
hardware.

A 7/8" spade bit to recess the hole in the plate an bit deeper
took care of that end, then an 82 degree 3/4" counter sink took
care of slightly recessing the flat head threaded inserts in the
cabinet.

It's back together now, waiting for me to se the speed on the
motor correctly.
