CW ID is no longer required for RTTY (and other digital modes)

The earlier practice involved a key jack where the key would shift
the transmitted frequency slightly, but not the full 850 or 170 Hz.
The idea was that the printer would remain quiet during CW ID because
the incoming frequency was mark, or close to it.  Whereas if you
shifted the full amount for CW ID, or if you keyed the carrier on and
off, the printer would print garbles.
