FedEx Office (Kinko's) has a large format scanner that you can use to make paper copies. But to get a PDF of the scan you have to a) let them scan it and b) fork over a stupefying amount of dough. 
Its the same on their smaller format copiers  Internally they are scanning to digital and then printing but they won't let you get to the data. Sounds crazy to me but that's what they told me is policy.
