Looks like a 2B printer to me.  The tape has glue on the back  side.  They 
put it in a hand held water device to wet the glue and  pasted it on a 
telegram.  Cut and Paste in its early form.  The  handle may have been to take it 
to special events.

any suggestion on how to  clean the  keys  up>? they  have  stuff stuff on 
them....  it  prints  but   real lite    time to  wd-40 n  the   ribbon!
 
what was Western Unions  use  for these?  as test  sets?
