Yes, that's a Model 31.  The reason for no tube is that's a ground
model.  The tube was used in an airplane model to reduce RF noise from
the speed governed motor.

Western Union used them, I've been told, mainly for reporting from sports
events in the days before they were reported by voice to radio stations.
