Sounds like Western Union Telefax units. They used "Teledeltos" paper, a
chopper wheel to make an about 2600 Hz modulation tone, and had lots of relays
to work with direct connect to their CO "concentrator" using DC signalling.
They sent negative images and wouldn't work on long distance over the telephone
since their modulation tone was too close to the disconnect tone (research "blue
boxes" and "tandems").
