This reminded me of these images from a British Transport Film "They 
take the High Road" (1960) which shows the torn tape relay system used 
by British Road Services in the late 1950s.

I understand that the 3-head transmitter units were of Teletype origin. 
Note the use of chadless tape.

The upper part of the unit housed automatic routing keys to select the 
destination for each transmit head.
