I'm not sure of what you mean by the FCC comment. It is my understanding the FCC sets the bands and prosecutes those who transmit on frequencies for which they don't have a license. But to my knowledge the FCC does not block the construction of any broadcast equipment, nor do they block the sale of such equipment, based on its capabilities. Or do I have it wrong?
